China may be responsible for more emissions than any other country - but that is a function of its population rather than the per capita usage. India, and much of Asia and Africa have a relatively low consumption per person - hopefully technology can stop this from rising as the countries develop....
The commentary indicates that flaring accounts for the high emissions of many countries in the Middle East.
